Can I bill a passenger without any internet?
Yes. The trip and the invoice are made on your phone, so a basement parking or an interior road changes nothing. The backup happens by itself when you get signal again.
Will a company accept a bill made on a phone?
Yes, when it carries the things an accounts desk checks: a running bill number, your name and vehicle number, the date, the route, the fare split and the total. YathraBook prints all of them.
Do I need a GST number to use it?
No. Enter your GSTIN only if you are registered, and it prints on every bill. Leave it blank and no tax line appears at all.
